An experimenting society is one in which policy-relevant knowledge is created. It is then critically assessed and communicated in real-life or natural settings, with the aim of discovering new forms of public action to improve the problem-solving capacities of society. This latest volume of the distinguished Policy Studies Review Annual series probes, evaluates, and augments the work of Donald T. Campbell on an experimental societies. A basic assumption of this volume is that Campbell's perspective supplies a useful way to address (...) increasingly complex and seemingly unmanageable problems facing the United States and other postindustrial societies. This volume is also the fourteenth festschrift to be issued by Transaction. The focus is on theoretical as well as practical options for creating an experimenting society. The rationale for this focus is the belief, increasingly -shared in the social science and policy-making communities alike, that researchers are essentially ignorant about how to solve many of the most pressing larger problems of this epoch. This frank recognition of ignorance is a prerequisite of genuine scientific and professional curiosity, without which knowledge gains are next to impossible to achieve, and a'precondition of an experimenting society. Contributors to this original volume include: Steve-Fuller, Duncan MacRae, Jr., Anthony S. Bryk, Robert A. Beauregard, Rita Mae Kelly, Peter Gregware, Burkart Holzner, B. Guy Peters, C. West Churchman, and Ian I. Mitroff. Their multidisciplinary competencies are at once philosophical, methodological, and substantive. They address such questions as: What new or bold policies are available in domains such as education, science, and urban development? In what ways can theoretical knowledge and practical action be fused so as to illuminate or alleviate policy problems? What should be done? Included are excerpts from Campbell's foundational paper "The Experimenting Society," as well as a recent article entitled "Methods for the Experimenting Society," which circulated in unpublished form for many years. An unusual feature of the book is Campbell's responses to those who have addressed his work with candor and intelligence. Public policy analysis, a profession aimed at knowledge transfer, gives advice concerning public decisions. It can also recommend styles of reasoning, for citizens as well as analysts, to decrease the likelihood of misutilization of knowledge. These recommendations are more appropriate for an early stage of discourse reasoned proposal selection, than for the later stage of persuasion.

Public policy analysis is a major link in the network of knowledge use. Without analysts’ intermediary role, research would be used less for policy choice and relatively more for predecision enlightenment. However, the knowledge use network may not give enough incentives for researchers to supply needed knowledge or for analysts to seek it. Though Washington, D.C., analysts can seek help from personal networks and from agencies such as the Congressional Research Service, those farther from Washington may use research less effectively. (...) Both groups may also fail to provide incentives for its production (i.e., to overcome academic researchers’ interests in promoting disciplinary theory over practical application). An efficient indexing system for policy-related research might serve as an incentive, if it could help producers of knowledge to be rewarded for its use. (shrink)

Berenicen statim ab urbe dimisit invitus invitam.As for Berenice, he immediately dismissed her from the city against his will, against her will. Suetonius' laconic description of Titus' dismissal of his consort, the Herodian Berenice, after his accession to the Principate has attracted the attention of readers across the centuries. The biographer's use of polyptoton, invitus invitam, to describe the mental states of the Roman princeps and Judaean princess has been read as particularly moving. Perhaps most notably, Racine turned the emperor's (...) banishment of his lover into the central dilemma of his tragedy Bérénice. At the start of his preface to the text of the play, the dramatist amalgamates this sentence with another from earlier in the chapter, retaining the striking repetition, ‘Titus reginam Berenicen cui etiam nuptias pollicitus ferebatur, statim ab Urbe dimisit invitus invitam’. Racine claims that this account of the dismissal of Berenice provides appropriate subject matter for tragic poetry and, to support his case, he compares Virgil's treatment of the separation of Aeneas and Dido to the situation of Titus and Berenice. Suetonius is not normally read as a literarily sophisticated writer, but we should take a cue from Racine's response to this sentence. In this article, I argue that Suetonius himself chose to compare Titus and Berenice with Dido and Aeneas by an allusion in this sentence to Virgil's Aeneid and to Catullus' translation of the Coma Berenices. Within a rather matter-of-fact presentation of the relationship between the Flavian emperor and his Herodian consort, Suetonius evoked a more dramatic model. (shrink)

The thesis that gives the discourse its characteristic liberal twist is that of the possibility not just of arguing on values in principle but of effective communication about values between different social subjects, instead of, for example, mere compromise between opposing interests that are unable to understand each other's reasons or imposition of one interest on another. From this thesis derives the possibility of the proposal of combining "science" and "ethics".

During the past decades several philosophers of science and social scientists have been interested in the problems of causation. Recently attention has been given to probabilistic causation in dichotomous causal systems. The paper uses the basic features of probabilistic causation to argue that the causal modeling approaches developed by such researchers as Blalock (1964) and Duncan (1975) can provide, when an additional assumption is added, adequate qualitative measures of one variableś causal influence upon another. Finally, some of the difficulties (...) and issues involved in developing adequate quantitative measures are discussed, and it is concluded that the causal modeling measures cannot provide adequate quantitative measures. A bivalent valuation is snt iff sound (standard PC inference rules take truths only into truths) and non-trivial (not all wffs are assigned the same truth value). Such a valuation is normal iff classically correct for each connective. Carnap knew that there were non-normal snt valuations of PC, and that the gap they revealed between syntax and semantics could be "jumped" as follows. Let $VAL_{snt}$ be the set of snt valuations, and $VAL_{nrm}$ be the set of normal ones. The bottom (...) row in the table for the wedge 'v' is not semantically determined by $VAL_{snt}$ , but if one deletes from $VAL_{snt}$ all those valuations that are not classically correct at the aforementioned row, one jumps straights to $VAL_{nrm}$ and thus to classical semantics. The conjecture we call semantic holism claims that the same thing happens for any semantic indeterminacy in any row in the table of any connective of PC, i.e., to remove it is to jump straight to classical semantics. We show (i) why semantic holism is plausible and (ii) why it is nevertheless false. And (iii) we pose a series of questions concerning the number of possible steps or jumps between the indeterminate semantics given by $VAL_{snt}$ and classical semantics given by $VAL_{nrm}$. Sledging, or ‘trash talk’ or ‘chirping’, as it’s known in other parts of the world, has long been part of competitive sport. However, more recent times have seen the issue of sledging, and its place in sport, debated with many athletes, fans and academics arguing that sledging has moved outside the notion of ‘sportsmanship’ and gone beyond light hearted, good natured banter. They argue it is now characterized as hurtful, insulting, offensive and intimidating – a tactic that has moved beyond (...) fair play and, in many instances, no longer acceptable. This paper seeks to explore this issue in greater depth. In particular, this paper seeks to ask, ‘is sledging part of play, or is it a characteristic of play’s corruption?’ The argument proceeds by adopting a conception of play grounded in the work of Johan Huizinga. Play may be understood as a core component of even professional sport, not least in that play lies at the moral core of the ‘spirit of sport’ in fairplay and respect for one’s opponents. Using... This paper surveys attempts in the recent literature to offer a modal condition on knowledge as a way of resolving the problem of scepticism. In particular, safety-based and sensitivity-based theories of knowledge are considered in detail, along with the anti-sceptical prospects of an explicitly anti-luck epistemology.

It is nowadays taken for granted that the core radical sceptical arguments all pivot upon the principle that the epistemic operator in question is 'closed' under known entailments. Accordingly, the standard anti-sceptical project now involves either denying closure or retaining closure by amending how one understands other elements of the sceptical argument. However, there are epistemic principles available to the sceptic which are logically weaker than closure but achieve the same result. Vuyani Vellem was an outstanding Black Theologian of Liberation (BTL), who was approaching the zenith of his career when he died at the age of 50 years in 2019. This paper begins with a personal memoir to Prof. Vellem and a recognition that there is a lacuna in BTL relative to human sexuality issues. The contemporary global context of the human sexuality debate is discussed before the task of BTL in Vellem’s thinking is outlined. This is followed by an examination (...) of the situation in Africa and South Africa. Following this, the article proceeds to introduce the issue of human sexuality as a potential field of research in BTL and argues that the subject of human sexuality in the black community is a valid and appropriate topic for study and research by BTL. Contribution: This article raises pertinent issues regarding the development of a Black Theology of Liberation (BTL) which includes a proposal for the inclusion of LGBTI+ issues. Over the past twenty-five years, or so, considerable advances have been made in understanding how learning occurs in the brain, though much of this research is still to make its way into education. One contribution it should be making is to furnish the philosophical critique of past and current theory with supporting empirical evidence. For example, motivation theory and its cognate expectancy-value theory continue to be taught in teacher education, even though their rational cognitivist foundations are philosophically shaky, and their (...) shared representational notion of the mind is incompatible with what is now known about the learning brain. Furthermore, the central claim of motivation theory that children need to be motivated in order to learn is educationally problematic, not least because it incorporates a deficit model of the child as learner. This paper provides a philosophical and educational critique of motivation and expectancy-value theories and begins to sketch out an alternative dynamic systems approach, which argues that value is deeply embedded in the learning process, not only in the value students may or may not attach to their learning, but also neurobiologically. In opposition to motivation and its notion of the learner this paper argues that every student is equipped with a brain that is value-orientated towards learning and will learn, when nested in suitably affordant learning environments. In place of expectancy-value, we argue for value-embedded learning, which provides a non-reductive and biologically plausible account of how value and emotional salience are dynamically interwoven in the learning process. I offer a critical treatment of the contrastivist response to the problem of radical scepticism. In particular, I argue that if contrastivism is understood along externalist lines then it is unnecessary, while if it is understood along internalist lines then it is intellectually dissatisfying. Moreover, I claim that a closer examination of the conditions under which it is appropriate to claim knowledge reveals that we can accommodate many of the intuitions appealed to by contrastivists without having to opt for this (...) particular brand of epistemological revisionism. This paper describes a pilot study devoted to developing the teaching of philosophy within prison education in Scotland. The study paired the CoPI approach to learning and teaching with a set of educational resources created around a high-profile MOOC that introduced students to core topics in philosophy. The primary goal of the study was to determine the extent to which the teaching of philosophy in prisons in this specific manner could enhance the intellectual virtues, and thereby the intellectual character, of (...) the students. The results that were collected suggested that the project generated significant success on this front. In addition, the study had a further consequence, which had not been anticipated, in that it also helped the students to develop important personal and interpersonal skills, and thereby also enhanced their character more generally. If you asked me a few years ago ‘what is postcolonial liberalism?’, I’d have said ‘an oxymoron’. As an undergraduate, I thought liberalism was a dirty word. The idea that it could accommodate the aspirations of those who would challenge colonial authority, authority that called itself liberal, seemed naïve. As I have begun researching indigenous political movements, and their responses to democratic theory, I have been surprised to discover that people who call themselves liberals have been some of those most (...) responsive to the challenges these movements pose. Aside from confronting my prejudices about liberalism as a political doctrine, my research has brought to my attention the importance of democratic participation in organising just societies. I am becoming more convinced that democracy, rather than equality or freedom, should be the watchword of progressive politics. Of course democracy presupposes a measure of equality and freedom, but it is more than either of these taken alone. (shrink)

As part of an ongoing study of causal models in the history of science, a counterfactual scenario in the history of modern astronomy is explored with the aid of computer simulations. After the definition of “linking advance”, a possible world involving technological antecedence is described, branching out in 1510, in which the telescope is invented 70 years before its actual construction, at the time in which Fracastoro actually built the first prototelescope. By using the principle of the closest possible world, (...) we estimate that in this scenario the discovery of the elliptical orbit of Mars would by anticipated by only 28 years. The second part of the paper involves an estimate of the probability of the previous scenario, guided by the principle that the actual world is the mean and using computer simulations to create possible worlds in which the time spans between advances is varied according to a gamma distribution function. Taking into account the importance of the use of the diaphragm for the invention of the telescope, the probability that the telescope were built by 1538 for a branching time at 1510 is found to be smaller than 1%. The work shows that one of the important features of computational simulations in philosophy of science is to serve as a consistency check for the intuitions and speculations of the philosopher. Tiyo Soga, the first black minister ordained in Scotland by the United Presbyterian Church of Scotland in 1856, was, by any standards, a conflicted character. He stood both in and between two worlds and suffered from the vulnerability that emerged from his dual allegiances. Yet he made a significant contribution to the mission history of South Africa, particularly through his early influence on the development of black consciousness and black nationalism, which were to make significant contributions to black thinking in (...) the 20th century.
